The Latin Counts street gang possibly originated in the Pilsen community in the late 1950's, however, some contest that the gang actually originated in the Back of the Yards community as a Polish street gang as early as the 1940's. During this time, the gang may have been called the Polish Counts but best known simply as the Counts. These claims of the Latin Counts origination have yet to be proven by historical documents. In ant event, the Latin Counts operated in the Pilsen throughout the late 1950's and early 1960's, when the predominant ethnicities in the Pilsen community were that of Czech, Polish, German, Lithuanian, Dutch, Slovenian, Slovak, and Irish heritage. The original section started by the Counts was based at the intersection of 18th & Loomis where the gang still operates today. The Counts fought against several clubs and street gangs in the area; brawls and bloody fist fights played a common role on the night life in Pilsen. In the early-to-mid 1960's, Pilsen became increasingly Mexican as people were forced to relocate when their former enclave was torn down to make way for the building of the University of Illinois at Chicago. As the ethnicity changes took place in the community, the Counts membership began to grow significantly due to the recruitment of Mexican youth. By the early 1970's, the Pilsen community was predominantly Mexican and Latino street gangs were on the uprise. As leadership within the Counts organization became more Latino, the street gang eventually adopted the "Latin" moniker to their gangs title to symbolize their current membership majority and influence within the Pilsen community.

By the mid 1970's, the Latin Counts were growing at a rapid pace while encountering rival groups in the area such as the Latin Kings, Satan Disciples and Ambrose street gang. The Latin Counts were the original organization in the 1970's that spawned two break-away factions, today known as the Almighty Bishops and Insane Latin Brothers street gangs. In 1978, the Latin Counts were one of the original Latino gangs to join the People alliance. After the Latin Counts joined the People alliance the gangs membership increased greatly, in fact, the Latin Counts opened several sections during the same time period. The Latin Counts spread their influence throughout numerous Chicagoland suburbs and various Southwest and Southside communities. The Latin Counts have experienced several changes in leadership over the years in the past and present, however, the gang has continued to grow throughtout their active locales of operation. Throughout the 1980's, the Latin Counts were brutal in their violent tactics against rival streets gangs which provided the Latin Counts a well known reputation city wide. In 1991, the Latin Counts chapter in Chicago Heights, IL began to have problems with members of the Latin Kings street gang. Few altercations would eventually lead to violence and bitterness. A member of the Latin Kings was killed by a member of the Latin Counts, which in result sparked one of the most violent interalliance gang wars within the People alliance. As the Latin Counts became familar with an interalliance gang war, members seemed engage in fights and conflicts with gang members of other allied street gangs more commonly. In late 1991, the Latin Counts and Bishops who were long-time allies began to feud. A war erupted among the organizations in Cicero which soon spread its influence into the Pilsen community as well. The war was initiated by a member of the Latin Counts that shot and killed a member of the Cicero chapter Bishops.

The Latin Counts have one of the oldest known gang histories in Chicago. The Latin Counts have occupied the Pilsen community for approximately six decades defending their territory from rival gangs. The Latin Counts are currently surrounded by numerous rival gangs including the Satan Disciples, Ambrose, Bishops, La Raza, and Party People street gangs within the Pilsen community. The Latin Counts street gang exercise a major presence on the Southwest and Southside of Chicago, including the Pilsen, McKinley Park, Chicago Lawn, South Chicago, and South Deering communities. The Latin Counts also have several Chicagoland suburban chapters that include Addison, Aurora, Chicago Heights, Rockford, and West Chicago to name a few. In South Chicago, the Latin Counts have on-going feuds with the Latin Kings, Ambrose, Latin Dragons, and Spanish Gangster Disciples street gang. In the mid 1990's, the Latin Counts and Conservative Vice Lords street gang developed a tight-knit relationship within the correctional facilities and adopted the philosophy of "1st-Cousins". This may be a counter act due to both organizations feuding with the Latin Kings on the streets. The Latin Counts over the years have grown at a seamless pace in most area's of operation and have been successful in setting up various satellite chapters as well, including Southwest Detroit, Michigan where the Latin Counts have an immense influence. The Latin Counts principle rivals have consisted of the Ambrose, Satan Disciples, Latin Kings, Bishops, La Raza, Party People, Gangster Two-Six, Saints, Latin Souls, Maniac Latin Disciples, Two-Two Boys, Sin City Boys, Spanish Gangster Disciples, and Latin Dragons street gangs. The Latin Counts primary criminal involvement has consisted of graffiti, drug trafficking, assault, arson, armed robbery, kidnapping, shootings, and murder.
